Travel update

Effective 29 November 2021, foreign nationals who have visited the following countries and territories in the last 14 days will not be allowed to enter Indonesia. Visit visa and limited stay visa services for the nationals of these countries and territories are also temporarily suspended. This ban is not applicable for G20 delegation members, holders of diplomatic and official visas and foreign national under Travel Corridor Agreement.

South Africa, Botswana, Hong Kong, Angola, Zambia, Zimbabwe, Malawi, Mozambique, Namibia, Eswatini and Lesotho

Travel eligibility

The following categories of passengers are exempted from the entry restriction set by the National Task Force Circular Number 23 Year 2021:

• Indonesian nationals
• Non Indonesian nationals holding diplomatic visa and official visa
• Non-Indonesian nationals regulated under Minister of Law and Human Right regulation No 34 Year 2021 and who have not travelled to banned countries in the last 14 days:
  • Non-Indonesian nationals holding limited stay permit (ITAS) and permanent stay permit (ITAP)
  • Non-Indonesian nationals holding diplomatic stay permit and official stay permit
  • Non-Indonesian nationals holding visit visas
  • Non-Indonesian nationals holding limited stay visas
  • Non-Indonesian nationals holding Asia Pacific Economic Cooperation (APEC) business travel card
• Foreign nationals entering Indonesia under Travel Corridor Agreement (TCA)
• Foreign nationals entering Indonesia based on written approval by an Indonesian ministry or agency
  

Passengers are not allowed to transit through Jakarta (CGK). International air travel is only allowed at airports in Jakarta, Manado and Denpasar-Bali.

Visit visa and limited stay visa can apply to the following purposes:

2. Limited Stay Visa
   1. Visa index C312 (work purposes) which can only be used to enter from Jakarta and Manado
      • As an expert staff
      • Gather together to work on ships, float equipment or installation operated in Indonesian territory and Economic Exclusive Zone Indonesia
      • Quality control of items or production
      • Inspection or audit of branch office in Indonesia
      • After sales activity
      • Installing or repairing a machine
      • Non-permanent construction work
      • Undertaking a film production for commercial purposes and has been approved by the appropriate authorities
      • Candidate of foreign worker on the skills trial
   2. Visa index C313 (non-work purpose): foreign investment for period of 1 year
   3. Visa index C314 (non-work purpose): foreign investment for period of 2 years
   4. Visa index C316 (non-work purpose): study / education
   5. Visa index C317 (non-work purpose): family reunion

Guarantors must apply for visit visas and limited stay visas online? to the Directorate General of Immigration based on the visit purposes and must have the following information:

1. Proof of receiving a full dose of COVID-19 vaccine certificate
2. Statement letter agreeing to follow all health protocols applied in Indonesia; and
3. Proof of health insurance/travel insurance including health coverage, and or a statement letter agreeing to settle all applicable costs if infected with COVID-19 during staying in Indonesia

Visit visas and limited stay visas are granted by Director General of Immigration in the form of electronic visa (eVisa).

Issuance of free visit visa and visa on arrival has been suspended until the COVID-19 pandemic is declared ended by the government of Indonesia.

Diplomatic visa and official visa are regulated by Ministry of Foreign Affairs.

COVID-19 testing and vaccination requirements

Both foreign and Indonesian passport holders entering Indonesia directly or transiting via other countries must provide a printed medical certificate of a negative COVID 19 PCR test where the sample was taken no more than 72 hours before the time of departure. This requirement also applies to infants and children.

All international passengers arriving in both Jakarta and Denpasar-Bali must take a COVID-19 RT-PCR test at the airport upon arrival. Passengers who test negative for COVID-19 will proceed to mandatory quarantine. Passengers who test positive will be directed to a dedicated hospital for further treatment.

Foreign nationals must also present a printed or digital COVID 19 vaccine certificate confirming they have been fully vaccinated 14 days before departure. If the certificate is not in English, English translation must be provided.

Children 12–17 years old who have visit visas or limited stay visas are required to present a COVID-19 vaccine certificate.

All foreign nationals from 17 years old plus 1 day old will not be allowed entry into Jakarta and Denpasar Bali without a COVID-19 vaccine certificate.

Foreign nationals who do not have a COVID-19 vaccine certificate will not be accepted for travel.

Foreigners who are currently in Indonesia and wish to travel on domestic flights must have received at least one dose of a COVID-19 vaccine.

Exemptions to presenting a COVID-19 vaccine certificate are applicable to:

• Indonesian passports holders, they will be vaccinated upon quarantine.
• Foreigners holding diplomatic and official visas relating to official state visits at ministerial level or above
• Foreigners below 12 years old. Foreign nationals aged 12–17 years old (until their 17th birthday), applicable only for holders of Diplomatic Stay Permit, Official Stay Permit, Permanent Stay Permit (ITAP) and Limited Stay Permit (ITAS) are exempted from presenting a COVID-19 vaccine certificate. The vaccine will be administered at the quarantine facility after they receive a negative RT-PCR test result on the last day of quarantine.
  
• Foreigners entering Indonesia using Travel Corridor Agreement (TCA) based on reciprocity principle and implementing strict health protocol
  
• Foreigners who cannot be vaccinated due to medical conditions and who are travelling on international or domestic flight must present a doctor/specialist’s statement from a government hospital that they are unfit for COVID-19 vaccination
• Foreigners who are intended to leave Indonesian territory, including those whose travel began on a domestic flight, must present their ticket for an international flight connection, stay in the airport and obtain clearance from the local port health office/authority to travel domestically

Indonesia recognizes all COVID-19 vaccines, as long as the vaccine is approved by the country in which it has been administered.

Required forms

All passengers must download the PeduliLindungi Apps? and fill the Electronic Health Alert Card (e-HAC). A completed online form must be presented to authorities on arrival in Jakarta.

Quarantine

Indonesian nationals who have travelled to banned countries (South Africa, Botswana, Hong Kong, Angola, Zambia, Zimbabwe, Malawi, Mozambique, Namibia, Eswatini and Lesotho) in the last 14 days are required to undergo a 14-day quarantine.

Indonesian and foreign nationals who have not travelled to banned countries in the last 14 days are required to undergo a 10-day quarantine.

Indonesian overseas workers, Indonesian students and Indonesian government employees returning from overseas duty must arrive in Jakarta and undergo quarantine at a dedicated facility. COVID-19 RT-PCR testing for these categories will be shouldered by the government while all other categories of Indonesian and foreign nationals must take the test at their own cost.

• The Head of Foreign Representatives and Family on duty in Indonesia can quarantine at their own facility. For foreign diplomats, quarantine must be in a facility approved by Indonesian Government and subject to cost. The quarantine period will be 10 days.
• Another COVID-19 RT-PCR test will be conducted on day 9 of quarantine for those required to quarantine for 10 days. If the result is negative, and after completing 10 full days of quarantine, passengers will be allowed to continue on their journey. It is, however, recommended to self quarantine for 14 days.
• Another COVID-19 RT-PCR test conducted on day 13 of quarantine for Indonesian nationals who have travelled to banned countries and are required to quarantine for 14 days. If the result is negative, passengers will be allowed to continue on their journey. It is, however, recommended to self-quarantine for 14 days.
• Passengers who test positive for COVID 19 during the second test will be directed to a hospital for further treatment. Hospital expenses for Indonesian citizens will be shouldered by the government while foreigners must bear the expenses themselves.
• For foreign nationals who are unable to settle the cost of quarantine and or hospital for treatment, their sponsor or the ministry/agency who processed their approval for entry must shoulder the costs.
• Quarantine exemption is applicable for foreign nationals holding diplomatic visa and official visa related to official state visits at minister level and above, G20 delegation members, and foreign national under Travel Corridor Agreement. 
• Passengers who request a COVID-19 RT-PCR comparison test can complete the test at one of the appointed laboratories such as Cipto Mangunkusomo General Hospital Centre (RSCM), Army Hospital Centre Gatot Subroto (RSPAD), or Indonesian Police Hospital Centre Raden Said Sukanto (RS. POLRI). The passenger has to complete form provided by port health authorities and take the test at their own expense.

Denpasar-Bali specific travel requirements.

Bali airport has officially reopened for international travellers from green list countries (UAE, Bahrain, China, Hungary, India, Italy, Japan, South Korea, Kuwait, Liechtenstein, Norway, France, Poland, Portugal, Qatar, Saudi Arabia, New Zealand, Spain and Sweden can visit Bali and Riau Island) for tourism purposes.

Foreign nationals who have not travelled to banned countries in the last 14 days are allowed to enter Bali and Riau island for tourist purposes.

Passengers can apply for tourist visit visas online? through the Directorate General of Immigration website by providing required documents such as proof of vaccination and health insurance with a minimum USD 100,000 cover for COVID-19.

All international travellers, both Indonesian and foreign nationals, must present the following documents to be accepted for travel to Bali:

1. E-HAC (electronic Health Alert Card) QR code on the “Peduli Lindungi” App
2. e-CD (electronic Customs Declaration Form) QR code
3. Proof of hotel booking covering the period of required quarantine and payment for 2 COVID-19 RT-PCR tests

Tourists must have the applicable visas and entry permits along with a negative COVID-19 RT-PCR certificate for a test taken not more than 72 hours before departure. This requirement also applies to infants and children. Tourists must also present a COVID-19 vaccine certificate both in English and their local country language confirming that they have been fully vaccinated 14 days before travel. Another RT-PCR test will be conducted upon arrival at the airport and on day 9 of quarantine.

During the 7-day quarantine, passengers must remain in their room. Tourists can travel around after receiving a negative result during the second COVID-19 RT-PCR test.
